Abstract

Along with the effects of globalization, people's search for a better life worldwide has led to an increase in migration to cities. The situation in Türkiye is not very different. While the number of people living in rural areas was high from the first years of the Republic until the end of the Second World War, this situation became the opposite in the following period. As of today, when we look at it, almost 93% of the people in our country are referred to as "urban." This situation inevitably led to the search for different ways to understand local government. It is seen that Law No. 6360 brought some changes regarding civil administration, which is significant to understand how the district governors, who are civil administration chiefs, are affected by these changes since there is a district governor in one of the units closest to the people. It is also a very important issue whether the change brought about centralization or localization. In this study, an evaluation has been put forward on the centralization-decentralization phenomenon and how local government elements in metropolitan cities were affected by this law in the situation that emerged after Law No. 6360. The position of the Investment Monitoring and Coordination Presidency, established under the governor and having a legal personality, is one of the topics examined in the study. The method of the study, first of all, was to create a theoretical framework by revealing the implications of Law No. 6360 and examining the meanings of the concepts of centralization and decentralization. In line with these studies, a literature review was made to determine the changes in the understanding of local government with the Law No. 6360, and then analyses were made on these texts.
