Türkiye’de Kamu Eğitim Harcamalarının Gelişimi ve OECD Ülkeleri ile PISA Etkinlik Karşılaştırması
Abstract
Bu çalışmanın amacı Türkiye’de kamu eğitim harcamalarının son yıllardaki gelişimini tablolar ve grafikler yardımı ile incelemek ve bunun çıktısı durumundaki Uluslararası Öğrenci Değerlendirme Programı (PISA) başarı puanlarını Ekonomik İşbirliği ve Kalkınma Örgütü (OECD) ülkeleri ile karşılaştırmaktır. Çalışmada yer alan verilere göre Türkiye’de eğitim için yapılan kamu harcamalarının merkezi yönetim bütçesine ve milli hasılaya oranla artışı söz konusudur. OECD tarafından düzenli olarak her üç yılda bir yapılan PISA kapsamında elde edilen sonuçlara göre, Türkiye oldukça düşük puanlarla alt sıralarda yer almaktadır. Türkiye’nin sıralamadaki yerinin giderek gerilemesi ise olumsuz bir gelişme olarak karşımıza çıkmaktadır. Bu sonuçlar Türkiye’de eğitime yapılan harcamalardaki artışların, neden başarıyı da artırmadığı sorusunu beraberinde getirmektedir. Bu bağlamda, Türkiye’de kamu eğitim harcamalarının daha verimli ve etkili kullanılması gerektiği düşünülmektedir. This study aimed to examine the development of public education expenditures in Turkey in recent years with the help of charts and graphs and to compare it with PISA achievement scores of OECD countries in the case of its output. According to the data in the study, public expenditure on education in Turkey increased compared to the central government budget and national product. According to the results obtained within the scope of Programme for International Student Assessment (PISA) carried out regularly every three years by the OECD, Turkey ranks in the bottom row with very low scores. What is even worse is that its place in the ranking is gradually decreasing. These results bring along the question of why the increase in spending on education in Turkey does not increase success in the educational field. In this context, public spending on education in Turkey is thought to be used more efficiently and effectively
