Siyaset teorisine antropolojik bir katkı: iİbn Haldun’cu perspektif bağlamında siyasal bağın çözümlenmesi

Abstract

Sözleşme kuramları, siyasal bağı - ve onun belirli bir iktidar alanı ile özdeşleşmiş olan Devlet olgusunu - varsayımsal biçimde türetmeye eğilimlidir. Buna göre siyasal bağ, hipotetik bir akıl yürütme yoluyla keşfedilen bir "doğal hukuk" düşüncesi ve onun tarafından sınırlandırılmış bir Devlet kavramı üzerinden geliştirilmektedir. Bu teorik mülahazaya getirilen eleştirilerin başında siyasal antropolojinin önerdiği varsayımlar bulunmaktadır. Siyasal antropoloji, siyasal bağın öncelikle doğa durumundan kesin bir biçimde koparılamayacağını, bu nedenle "devletsiz hal" (doğa durumu) ile "devletli hal" (sivil-siyasal toplum) arasında belli sürekliliklerin, benzerliklerin ve geçişlerin olduğunu öne sürer. Bu makale, siyasal antropolojinin sözleşme kuramlarına dair eleştirilerini İbn Haldun'un katkıları üzerinden okumayı amaçlamaktadır. İbn Haldun, Mukaddime adlı eserinde, siyasal antropolojinin kendini temellendirdiği bir perspektifle siyasal bağı çözümlemekte ve devlet olgusunu bu bağın içerisinden türetmektedir

The Social Contract theories tend to derive the political tie and the State phenomenon that is identified with a particular field of power from a hypothetical perspective. On the basis of the political tie, there is a thought of “natural law” derived from a hypothetical reasoning and there is the State which is restricted by that natural law principle. At the head of the criticism brought to that theoretical considerations are the hypothesis created by the political anthropology. Political anthropology firstly argues that the political tie cannot be broken from the “state of nature”, therefore it argues that there are some resemblances, continuities and transformations between “state of nature” and “state of society”. This article aims to read these criticisms about social contract theories through Ibn Khald?n’s thesis. Ibn Khald?n analyzes the political tie accordance with the political anthropological thesis and he derives the State within this political tie
