Ülkeler arasında yerel e-devlet girişimlerinin benimsenmesi ve geliştirilmesinde
belirgin farklılıklar söz konusudur. Bu farklılıklar üzerinde ise ulusal e-devlet gelişim
düzeyi başta olmak üzere sosyoekonomik, politik ve demografik unsurlar etkili
olmaktadır. Yapılan çalışmalarda demografik, politik, yönetsel, mali ve teknik kapasite
gibi belirleyici bir unsur olarak ulusal düzeyde e-devlet gelişmişlik düzeyinin yereldeki
girişimleri etkileme kapasitesi çok fazla dikkate alınmadığı gözlenmektedir. Bu
bağlamda çalışmanın amacı, ulusal e-devlet gelişimi ile yerel dijital değişim arasındaki
nedensel ilişkiyi incelemektir. Bu amaçla çalışmada Birleşmiş Milletler E-Devlet
Gelişim Anketi (2020) kapsamında açıklanan bilimsel veriler çerçevesinde
karşılaştırmalı ülke örnekleri üzerinden ulusal ve yerel e-devlet gelişim düzeyleri
mukayese edilerek, yerel e-devlet gelişim üzerinde merkezi düzeydeki gelişmişliğin
anlamlı bir farklılaşmaya sebep olup olmadığı sorgulanmıştır. Kategorik veri
ölçeklemeli anket sorularını incelemek için Sıralı Regresyon Analizi kullanılmıştır.
Çalışma sonuçları, e-katılım ve çevrimiçi hizmetlerden ziyade ulusal telekominasyon
alt yapısının ve beşeri sermayenin yerel e-devletinde temel belirleyicisi olduğunu
göstermektedir. There have been significant differences in the adoption and development of local egovernment initiatives across countries. Apart from socioeconomic, political, and
demographic factors, the national e-government development level is effective on those
variances. In the studies, it has been noticed that the capacity of national e-government
development to affect local digital initiatives is not taken into account as a determining
factor such as demographic, political, managerial, financial, and technical capacity. In
this context, the study aims to explore the causal relationship between the national egovernment development and the local digital change. For this purpose, national and
local e-government development were compared within the framework of scientific
data declared within the scope of the United Nations e-Government Development
Survey (2020), and it was interrogated whether national e-government capacity causes
significant disparities in local e-government development in the study. Ordinal
Regression Analysis was used to examine survey questions which are categorical data
scaled. The results of the study demonstrate that telecommunication infrastructure and
human capital at the national level are the main determinants of local e-government
rather than e-participation and online services.
